S. Roomai Noor (February 22, 1923 Temerloh-March 16, 1996 Saudi Arabia) also known as Roomai S. Noor, Muhammad Toyib bin Salleh or Toyib Muhammad bin Salleh was a Malaysian actor, mechanic, clerk, writer and film director. He had one child, Anita Sarawak.

Roomai S. Noor started his career as an actor in the film industry in the 1950s. He starred in several films during his acting career, including "Bakti" (1950), "Hang Tuah" (1956), and "Chempaka" (1957). He later shifted his focus to filmmaking and directed many films, including "Sumpah Orang Minyak" (1958), "Jabatan Laut" (1964), and "Do Re Mi" (1966).
