He began his acting career in the mid-1940s and quickly became a prolific character actor, appearing in over 150 films and television shows. He was known for his versatility and played a wide range of characters, from sympathetic to villainous.

Herter worked with many notable directors, including Federico Fellini, Luchino Visconti, and Sergio Leone. He appeared in several Italian Westerns, often playing a ruthless villain. One of his most recognized roles was as the Nazi commander in Leone's "The Good, the Bad and the Ugly" (1966).
